Winter Weather Woes

For all of you scientists out there, I have a question: what is going on with winter? In its February 9 edition, The Philadelphia Enquirer stated that Philadelphia has received 94% more snow than Vancouver, where the Winter Olympics will be held. In upstate New York, where I live, we have received substantially less snow than normal. Any input?
